Oil and gas wells with exhausted resources should be abandoned. However, previously abandon operations were carried out not in all wells; they were left and called “abandoned” or “orphan” wells. Even in those wells, in which abandon operations were conducted, eventually, due to the corrosion, destruction of cement stone, appears accident, and as a result, here exists a possibility of oil and gas appearance on the surface, which, in its turn, poses a threat to population and environment. Additional standard acts in accordance with which abandon operations in the wells will be carried out should be developed. These acts should ensure population safety, environment protection and enable construction works conducting.
