The article is devoted to assessing the solar energy potential of the Karabakh region in the context of the sustainable development of Azerbaijan’s energy sector. The study presents a quantitative and qualitative analysis of solar resources using global horizontal irradiance (GHI), direct normal irradiance (DNI), and geographic information systems (GIS). Based on data from PVGIS and national sources, the resource and technical potential of solar energy has been calculated for the administrative districts of the region.
The results show that the total solar resource potential amounts to approximately 17.568 TWh per year, while the technical potential, considering the efficiency coefficients of modern photovoltaic modules, is estimated at 27.56 TWh per year. The research demonstrates that the significant economic, environmental, and social potential of solar energy creates substantial opportunities for the reconstruction and modernization of the liberated territories, the creation of new jobs, and the strengthening of the region’s energy independence. The findings play an essential role in investment planning, the deployment of distributed and utility-scale solar projects, and the integration of “green” energy into the national energy system.
