Construction and application of supply chain performance evaluation system for petroleum enterprises
X.M. Zhao - Azerbaijan State Oil and Industry UniversityDriven by both the global energy transition and the integration of Caspian energy trade, the oil and gas supply chain is facing multiple pressures, including cost control, low-carbon and green transformation, cross-border logistics risks, and insufficient supply resilience. To address this, this study constructs a performance evaluation system for cross-border oil companies across five dimensions based on the triple bottom line theory and the characteristics of the entire industry chain. The weights of the indicators are calculated using the analytic hierarchy process (AHP)-entropy combination weighting method. Empirical verification and sensitivity analysis are conducted using publicly available official data from the Azerbaijan National Oil Company (SOCAR) from 2022 to 2025. The results show that SOCAR’s overall supply chain performance score steadily improved from 62.37 in 2022 to 75.19 in 2025. Logistics resilience and the ability to reduce carbon emissions across the entire supply chain are the two core bottlenecks restricting overall performance. Sensitivity analysis confirms the robustness of the evaluation results. The study indicates that this evaluation system is well-suited for oil companies in the Caspian region and can serve as a quantitative decision-making tool for supply chain optimization, cost reduction and efficiency improvement, and carbon neutrality transformation. Based on this, corresponding optimization strategies are proposed to address the existing shortcomings of SOCAR’s supply chain.
