Caspian Sea and its coastal area have natural resources and economic potential and are of great importance for the countries located around. However, socio - economic development of the whole region mainly depends directly on variety of environmental factors, as well as the sea level. So, the recent transgression (1978-1995) strongly damaged agrarian industrial complex, oil and communal industry, transport and other branches of economy, as well as residential areas. Currently level fluctuations of Caspian Sea are one of urgent issues. Exploration of water level, including its prediction is very important in designing and operation of hydro - technical facilities offshore. Level fluctuations of different scale have been studied in work from the period of formation of sea till present.
