The regulation of subsoil use and the pipeline policy in Caspian Sea basin by international law

In the article are reviewed the questions about legal status of Caspian Sea. It is discussed the Agreement signed on July 6, 1998 in Moscow between the Russian Federation and Republic of Kazakhstan about delimitation of the seabed of Caspian Sea northern part with a view to realization of the sovereign rights of using subsoil. The problems in this field which have not been solved properly are discussed. The author offers ways problem solving and cooperation methods, using the international practice.
