Legal basis for transboundary oil-gas field development: foreign experience and perspectives of its application in the Caspian Sea

Foreign experience in transboundary (crossing different types of borders) oil-gas fields development and used concepts, principals, organizational and legal forms of neighboring countries cooperation, methods and mechanisms of legal regulation, valid contracts (agreements), national legislation and norms of international law have been considered. The data on transboundary oil-gas fields in the Caspian Sea is provided. First bilateral and multilateral agreements among Caspian bordering countries (Azerbaijan, Russia, Kazakhstan) concerning seabed delimitation of the Caspian Sea are analyzed. Despite of the known status of the sea, the possibility of international experience application in such fields development to the whole are of sea is noted.
